About time they are looking at this serious problem. I was blinded in my left eye due to someone throwing out a cigarette of their window that somehow blew in mine and caught me in the left eye. Luckily I didn't crash causing more severe injury. I never did find out who the car in front of me was to seek damages and never will, but I am very pleased to know the law is looking out for those who smoke and throw them out the windows.
