I too have received a letter from the DOT for littering cigarette butts while driving, however I am a non smoker! According to the letter from the DOT there is a possibility that the person that reported my license plate number made a mistake. You bet! A fine should not be issued unless it is by an officer who witnessed the "crime". Littering is bad for the environment, but so is cutting trees down for paper to mail these warning letters, and the plastic trash bag I also received didn't mention on it that it was biodegradable.
