I agree that someone shouldn't be given a ticket for an action that a police office didn't see (there are some exceptions, just not in this type of incident). Regardless, if an officer sees anyone littering, whether it's a cigarette butt or a bag of trash, they should be forced to do community service in that area (say, picking up cigarette butts that others threw out). That would get the point across more than a simple ticket.
