The apartment complex should be responsible for replacing anything that needs replaced. It's not like the tenant wanted the apartment flooded or contributed to it.
The apartment complex could now be held liable for any lawsuits brought about by respiratory problems due to mold, etc. It's cheaper just to replace the carpet.
