RALEIGH (AP) -- House Democrats rolled out their agenda Wednesday for this year's General Assembly session.
Leaders pledged greater openness in state government, reform of death penalty laws and assistance to small businesses that lose employees to war deployments.
The so-called Plan for One North Carolina also includes expanding health care to children and older citizens, improving mental health programs and relieving counties of Medicaid expenses.
The agenda provided few details about legislation proposed by Democrats, who have the majority in the Legislature.
The agenda didn't outline how capital punishment laws would be retooled, but many Democrats want a formal two-year moratorium on the death penalty.
