Just as the Democrats have basically killed the moratorium on forced annexation, you can rest assured that they will kill this bill as well. You will not get to vote on offshore drilling as long as people like Tony Rand and Marc Basnight are walking the halls of the statehouse. Of course, when it comes to big government tyranny, the other side of the aisle isn't much better. One of them was on the radio yesterday, railing about the bill to allow on-line ticket re-sales. (I've never quite figured out how ticket scalping is in any way, shape, or form, an issue that the government needs to get involved in.)
