Maybe we need to encapsulate Creekwood after we have gotten the good people out and then we can put all gangs in there together. Give them food, drugs, alcohol, and smokes in short supply and the numbers would dwindle.
Gangs are a plague on civil society and we need a new and stronger medicine to cure it.
