No the city should not have too pay for this building to be tore down. The owner should be fined a certain amount every week that the building is still standing.
City to tear down abandoned building.
Yes the city should tear the building down and then bill the owner for the cost. If not, then the city should sell the property and use that to pay off the bill. As far as I am concerned, if the owner does not clean the property up then he has lost use of the property and doesn't deserve to keep it.
Abandoned building close to Convention Center
First off the city would not pay if my house was condemned and have it torn down. But wait! That's right is is an eyesore because it is next to the precious Convention Center! If the city/county is going to pay to have one thing torn down then they should have ALL the abandoned places over the entire city/county that is just a big a eyesore! The house behind us has about 10 people living in it and the outside looks like a trash dump most of the time. They get out and half way clean it up about once a month or so. Needless to say varmits and insects are breeding like crazy and moving on to our neighborhood. Then WE have to pay to have exterminators come and rid our homes of the stuff those people are sending over. Seems like the city/county ought to have laws against these places and ENFORCE THEM!

I TOTALLY AGREE W/ YOU ABOUT THE EYESORE/CONVENTION CENTER PINK ELEPHANT FIASCO. When this "current" issue is over, it will be something else with that POOR excuse to spend taxpayers money losing proposition structure, because city residents keep putting Democrats in office and they like WASTEFUL SPENDING, I know you agree!

If you live in the CITY:
Call the MANAGER at the City of Wilmington Code Enforcement Office and immediately report it and ask when they can come for an inspection on Monday morning. I think it should be the same day, if you call early in the morning. Call at 8:00.
Usually, concerned and Disgusted citizens call to lodge a complaint, but be sure to "give an EXACT address" and remain calm while disclosing the pertinent information.
Too often, people are soooo angry about stuff they let build-up that they call and SCREAM at the person who answers the phone... who in turn, thinks the caller is crrrraaaazzzzy!
The City is QUICK to respond in these Code and Zoning cases or ANY matter, really, BUT they have to KNOW about them.
It is up to tax paying citizens to report what is happening....no one has E.S.P. or can read your minds out there, right?
THEY can and DO enforce City Code that specifies that no more than 3 "unrelated individuals", (which is what this sounds like) can live in a sole dwelling in the CITY.
I have NO IDEA what can be done if you live in the COUNTY and have vermin who live behind you, but I doubt that they enforce codes because they are too busy ironing their shirts.
Are there any City workers that can verify that a Code definately APPLIES for this Good tax-paying citizen who is at his/her wits end with Baaaaad neighbors who are living illegally in one of their students daddy's houses?????????
NHC does NOTHING!!
I can tell you from experience that NHC does NOTHING about complaints like this. I lodged a complaint with them because my next door neighbors had approx. 25-30 people living in and AROUND their house. They were sleeping in the garage, in tents and in vans out back.
They had yardsales almost every weekend. The only response that I could get out of the county was for them to send a letter to the property owner letting them know that there were restrictions on the number and frequency of yardsales.
The county REFUSED to do anything about the living conditions there because there is no minimum housing code in the county. I finally tried to go the route of the building department because unless there is heat in the garage, they are not allowed to live in there. I finally had to contact the NC Department of Insurance that regulates and enforces the building code to get them to FORCE NHC to do SOMETHING.
It was a fiasco and NHC was of NO value. They threw up roadbloacks at every turn.
Just a hunch...
but it sounds as though a call to the U.S. Citizenship and Immigration Services (USCIS) might have thinned out the numbers rather sufficiently.
Been There, Done That...
We did call "ICE" after seeing different children... Some we would see once, some for a few days, but only the actual tenants children were seen repeatedly and attended school. We were concerned that they were either participating in human trafficking or simply smuggling in illegals... The Feds took no interest either and thank God, they finally moved...very abruptly and the owner sold the place. Of course, the owner isn't so squeaky clean either it seems... since it was none other than the Credit Doctor himself...
