Driver blacks out, crashes into medical laboratory

One medical lab is going to need a few repairs after a car drove through the front door Tuesday afternoon. The accident happened around 12:30 p.m. at Spectrum Laboratories Network. Police said a 58 year old woman was driving alone in her car when a medical condition caused her to black out. The driver hit the gas, ran over the parking divider, and into the building. No one was seriously injured, but the driver was taken to New Hanover Regional Medical Center to get checked out. She is being charged with a safe movement violation.

If it was known that this woman had a medical condition that could affect her driving, why was she given a driver's license? If no one was really hurt, why is she being charged?
