BUXTON, N.C. (AP) -- Surfers on the North Carolina coast are hoping that Tropical Storm Noel will kick up some waves. The storm is expected to pass well offshore of the Outer Banks. Carol Busbey of the Natural Art Surf Shop in Buxton says people are hoping for the best day of the year for surf. But she says it's not happening now. Busbey says the summer was dreadful because of the lack of tropical storm activity. Forecasters say there's only a slight change the storm will bring rain to North Carolina. All 100 counties are experiencing some level of drought, with 73 percent of the state reporting severe conditions. Rick Kreitner with the National Weather Service in Wilmington says rain from Noel will be very spotty. The storm is expected to pass well off the North Carolina coast Friday.
