New Hanover County Commissioner Brian Berger has been laying low. Other than appealing his violation of a protective order, Berger has been out of the news, until he sent an email to fellow commissioners around 2:40 a.m. The email expressed Berger's disapproval of the board sending a letter of support for a head start grant.
