Where else but the town of Horse Shoe would a person get lucky twice in the N.C. Education Lottery? Self-employed painter Ivan Gilbert is a two-time winner. He won $1 million this week in the $120 Million Cash scratch off game. In May 2012, Gilbert won $100,000 in the Super Lucky 7s game.
