WASHINGTON (AP) -- A receipt found in Cho Seung-Hui's backpack showed he'd bought a Glock nine-millimeter pistol in March.
And as a legal permanent US resident, he had the same rights as any US citizen to buy and possess firearms.
Cho was a South Korean immigrant who held a green card.
To buy a gun in Virginia, a green card holder has to show he's been a resident of the state for at least 90 days, and provide a valid photo ID plus documentation such as a utility bill or lease.
The state's firearms purchase eligibility test lists 16 questions that all must be answered "no" for the purchase to go forward. The questions include whether the person's a felon or drug abuser.
The state does not maintain registration lists of firearms owners.
