LOS ANGELES -- There's increasing outrage over Bank of America's plan to offer bank accounts and credit cards to illegal immigrants.
Many in Congress see it as a dangerous precedent that could open the country up to money laundering and drug money being sent through American banks.
Los Angeles County is one of the largest concentrations of illegal aliens in the country.
Bank of America is "reaching out to the community" to help people open bank accounts and then qualify for a credit card.
Bank of America is tapping a resource of people in our country, knowing that they deal only in a cash economy, is going after that money, and making a profit off of it -- making a profit off of illegal entry into the United States.
For identification Bank of America accepts the Individual Taxpayer Identification Number, a taxpayer ID number that illegal aliens commonly use instead of social security numbers.
Officials at the office of the comptroller of the currency confirmed today anyone with an ITIN, along with name address and date of birth, is allowed to open a bank account.
The bank then has to verify the information with another government-issued photo ID document. But that document can be issued by any government. So illegal immigrants often use matricula consular issued by the Mexican government, easily forged or available on the black market.
No passport is required. No visa is required. And once a bank account is opened, ID doesn't have to be rechecked for a credit card.
Sen. Richard Shelby, the ranking member of the Senate Banking Committee, released a statement saying he wants to ensure that the financial services industry is not offering products or services that facilitate encourage or even reward illegal immigration.
Fifty-one branches of Bank of America in Los Angeles County are launching the promotion.
Bank of America says they are simply going after an existing customer base in the Los Angeles area.

This is really strange. First Bush creates Homeland Security and the Patriot Act. Then banks do all the investigative work for the government in gathering information on Americans. Bush talked about preventing terrorists from entering the country. But now we are going to give bank accounts easily to anyone who is a non-US citizen with a foreign ID card and no social security number? Wait a minute, I thought we were preventing money laundering. Banks and there third party administration who con senior citize
My mother is 76 years old, suffers with senile dementia, and has other medical issues. I was going over her personal checking account on line, and notice that there had been some illegal withdrawals. As I was going through her mail I also notice insurance new letters asking her to sign up for some insurance policy for only $12 or $13 dollars a month. Each month this automatic deduction was drafted, and her checks started bouncing. I contacted the bank to find out why? I was told that an insurance company affiliated with the Bank Of America had offered my mother an insurance policy. I went to my mother's bank manager why are my mothers checks bouncing? She told me that I would have to call the number on the overdraft card, and than proceeded to tell me that my mother is on the do not call or mail list, and she could not understand why my mother was being contacted. I contacted the number, and learned that the third party is indeed an affiliate of Bank Of America. They claim that my mother gave permission. One of the reasons my mother was added to the do not call/do not mail is to protect her from fraud. Since she is constitutionally unable to manage her affairs, I was given poa. It took tons of phone calls, lots of run around, and loads of my valuable time to have the the fees reversed by the bank, and the charges for this bogus insurance policy returned. Three months of bull! Because my mother lives on a fixed income, and they had caused her checks to bounce, I was advised that I needed to remove my name from her checking account. It got that bad!!! That was August, September and October. Now here it is December, January and I am face with this same problem again!!! I went to the bank with another over draft because a third party affiliate of the bank once again help them selves to my mothers checking account, and started withdrawing money for some bogus $100,000.000 life insurance policy for $21.90 a month. This has got to be one of the biggest pray on senior citizens, especially those who are home alone, sick and demented with old age and forget fullness. Is it ok that they fall pray to these scams. My God! I was told by a call center rep that I would have to file another claim, prove that I have poa, and start this nonsense all over again. I am seriously considering going to the local news stations with this.
The real saddens here is when I called the bank to find out why? They told me that they had no control over the third party administrators who illegally rob consumers with these scams. Consumers are not protected and there monies, their money is not refunded until they go through the RED TAP and Bureaucratic bull---t, when it is not there's to begin with. I honestly have not trust or faith in the banking system. I feel that we are better off with the old fashion way of banking, bury it in the back yard, and NEVER EVER SET UP OR DO ANY PERSONAL BANKING ON LINE!!!BEWARE! However, if you appear to be a working legal citizen (white or black sounding name) they will demand to have a SS# from you or they will not allow it. They say they can do this under the same law as "no shoes, no shirt, no service."

In the past two years B of A has started holding large checks as long as they could, including title company checks, then bouncing checks I had written against my funds. They used to care, they don't any more. I did a working holiday in the UK with all the necessary legal documents and I still couldn't open up an account on my own merit with a legal job. I had to make a special trip to London and have my sponsor help me to open up an account. It's very difficult to work through the red tape of any society. Visa has long issued credit cards to foreigners here legally. A friend who was a bank president told me many years ago that foreign students would get three or four, charge 'em to the max, and then go home. I'll bet you can guess who pays those balances.

The 'Dark Side' of ALIPAC
A few things about this issue and ALIPAC, the organization leading the boycott:
Living in the U.S. and not having a social security number does not necessarily mean someone is an illegal immigrant. The Social Security Administration only issues numbers to non-citizens whose visa permits them to work.
Many legal nonimmigrants, such as foreign students and investors, need to bank in the U.S., establish credit history, etc. That's one reason why the IRS issues individual taxpayer identification numbers (ITINs), so they can pay their taxes on earnings, interest, profits, etc.
I doubt it is illegal for the B of A to issue credit cards to those without SSNs. William Gheen claims it is aiding and abetting, but I doubt that unless the B of A knows the client is an illegal immigrant. Again, no SSN with ITIN does not always mean illegal immigrant.
In the U.S., one cannot commit a felony unintentionally and unknowingly. Other banks have issued credit cards without a SSN for years. A better solution is to stop issuing ITINs to illegal immigrants, but that's not the Bank's responsibility but our government's.
ALIPAC is a very xenophobic organization, and you can find anti-Hispanic comments all over its web site. They are not moderate or representative of mainstream America and do not have credibility except with the radical right.

Americans, including myself, want our laws enforced, but without such hatred and animosity. I am opposed to illegal immigration and any form of amnesty, but I prefer common sense enforcement measures that will not hurt legal immigrants and legal nonimmigrants.

I think it's hard for many Americans to feel badly for the illegal immigrants, many of which are from Mexico since they are learning about what the Mexican government is teaching them. The illegal Mexicans that come into this country are not here to help better America, they are only here to work, avoid taxation, put their kids into our education system and send money back to Mexico. All those sob stories about families being torn apart just gets old. I don't feel bad for them, there are millions of other people who live in third world countries that are also trying to come to the U.S. but are doing so legally. The left is trying to make it seem like they are all here to help better our country when many of us know that they don't care about our country. In southern parts of the US where it is close to the Mexican border, they are trying to take over, not assimilate. So in response to our government’s lack of response to the majority of Americans, many have come to hate the Mexicans and anything that has to do with them. Is that fair? No, because not all Mexicans are here illegally but people will clump them together. I hope the US government will start to enforce laws and tighten our borders but most of us know they won’t because it doesn’t serve their agenda, Republicans or Democrats. We really need a third party right about now, who sides with Americans on tougher border control without giving these illegal immigrants a pass to stay in this country. It seems most Americans are outraged, yet the US government could care less. They are trying to please the Mexicans and the Mexican government rather then their own constituents. I closed my BofA account back in 1987 when I was charged plenty for their Alpha Accounts. I barely made enough money in 1987 ($3.50 per hour) and BofA just drained my few dollars I had in the account with monthly fees.
Then I joined the military and the Army activated me due to the war in Iraq and I was sent to a base here in the US. The Army issued all of us BofA government cards to pay for our housing. It turn out that it takes a couple of weeks for the US army to pay us for the housing we were sent to live at. But BofA ALWAYS sent us the bill for housing on the first of the month, a week later we all got late notices and were always sent nasty letters from BofA for being late on paying the bill! I always told them that the US government took a while to pay us. BofA did not care; they wanted their money NOW! I am back to reserve status and no longer have to put up with BofA. I suggest the US government also cut ties with BofA and get a different US Government credit card for military. I would hope the US government enforces US government laws.
Then my MNBA merged with BofA!!!! How can I avoid BofA? I avoid them with all my might! But after 18 years with MBNA I am back to BofA! I hope BofA would reimburse me for the two times illegal aliens stole cars from my house! I also hope BofA will pay for all the burials for all the illegal that will attempt to cross our borders in search of their new credits cards! I also hope BofA pays the tuition at our local colleges and universities for the kids of undocumented aliens. Don't get me wrong, I am too from Mexico, but I emigrated legally and stood in lines at the immigration office for hours on end to get my legal papers. I also hope BofA will first send all the new immigrants to boot camp to first serve their new country. I suggest military recruiters stand at every BofA. This will show if the illegal are willing to risk life and limb for their new country they so much want to be part of.
As in a previous comment. Have you ever tried going to Mexico and become an undocumented alien there? Go see how they will treat you there. Unless we force Mexico to look at their problems they will never resolve the needs of their people. I thought a law is a law. And here I am all patriotic, I came from Mexico, obtained my legal papers, went to college, paid over 30,000 in tuition to get a college education, joined the military to say thanks for everything I have and the opportunities of this country. I hope that if am sent to serve my country again, that when I am to return I still have a country to return to. If bank of America want to serve illegal, and primarily Hispanics or Mexicans, why not open branches in Mexico? After all, Mexico is is Latin America. BofA they will not have to change its name! If they truly want the Mexican business they doing business there. Excuse my ignorance if they do have branches there, but the times I have gone to Mexico, via Tijuana, I have never seen a BofA there.
I will be again closing my MBNA (nothing against MBNA) since they are not BofA. I cannot do business that openly recruits customers who have broken the law. I can't wait to see an illegal charge a large credit debt or some other large loan and default when they decide they don't want to pay it and simply return to their country. Break one law; break two laws, what is the difference? Once a lawbreaker they will not hesitate to break it again.
To Bank of America, as much as I tried avoiding you, you always come up. I will continue to avoid you with all my might and when I am able to influence 1000's of people I will tell them to choose another bank!

Boycott Bank of America for giving credit cards to illegal aliens. Why are they giving credit to people that don't even have Social Security numbers? How Un-American! What do you think about paying higher interest rates to people that may go home and default? What about people that are not traced by national credit trackers like TRW? Sounds a little unfair to us Americans. What do you think about the illegals getting special and preferential treatment over you, the American citizen?

Where there's a buck to be made, the business man is there to make it. This is as American as you get, folks!
Believe it or not, they get to establish credit just like everyone else. That means a high interest rate card for "first timers" or a share secured card/loan, or a car loan at "first time buyer" rates. Sorry if your 16 year old can't get a card on their own. Research some products and you'll find someone willing to take on that financial risk. Yeah, that's right. RESEARCH. Do some WORK!
Those of you who "can't get credit," stop whining and victimizing yourselves. Pay your bills on time (read your contract's FINE PRINT for what "on time" REALLY means. It's not what you think or what you may think is fair!), get a co-signer, or get a high interest card until the credit agencies decide you are worthy of the coveted 0% APR card. Credit is a game. Learn it and you can get whatever you want.

I like the idea. I have lived in harris county all my life. i belong to Harris county. I am not USA property or slave. I have no ssn from the beast. why should I be discriminated against for my religious beliefs while george bush gives 140 members of a religious group in MN. the sole right to do LSD twice a week so they can get closer to their god. Are there laws I am not aware of?

I have to say, I have never in my entire life heard such small minded comments. Bank of America is the “Bank of Opportunity.” This means that for anyone who is a permanent resident in the U.S. with a valid government ID can open any kind of account. Think of what every one of you are saying. I mean our founding fathers came to this land illegally and took land from the Indians and now many centuries later here we are as what we call (Americans). I mean are we really Americans? Ask yourself where you came from and what is your nationality? Now if you went back to your ancestors and asked them how they felt when they came to this land with out papers not knowing where they were going to live or what opportunities they would have here in the U.S., they would tell you that someone had to give them a chance…a FAIR chance…to prove themselves or you would not be here today. Bank of America just wants to give everyone the opportunity to prove themselves and let them find there way. By no way did Bank of America ever say they were going to give a person who just crossed the border illegally an opportunity to do anything…i.e. open any kind of account. Banks in general are governed by the strongest laws; if they where doing something wrong it would have been stopped from the beginning. You have to ask yourself if you had a Hispanic person come into your business with a million dollars would you say “No, your money is not green enough for me?” I mean the people you are putting down are your friends; people you cross foot paths with every day…your neighbor, your gardener, your contractor. You did not mind asking for there services then, but they are not welcomed to call on our services we offer here in the U.S. I say to you, you might want to ask yourself what is the harm? Are they infecting your money at the bank? Are they giving you some sort of disease being there? Or is this just racism speaking out? I think we all need to step back and think about what we are saying and ask why this legal offer from Bank of America is causing such a riot. I feel like we have not come very far in life from where we were just 100 years ago.

Speaking as a Native American of the Ojibwa tribe, My people have gotten screwed over enough with out illegals coming in and taking more. I've closed my account and will do so with any bank that flouts this ridiculous idea.

People are fed up with illegals in our schools, Health care etc. and then we wonder why theres no money to improve both as they are getting a free ride with YOUR tax dollars and thats why people are getting fed up.
My mothers side came from Germany and also learned English. If my ancestors can come here legally so can everyone else.
