Where did this experts come from
Ive seen plenty of people who've ended up with impacted cerumen (ear wax) due to not regular cleaning. The wax does build up. Granted some people overdue it and can in fact make them more susceptable to ear infections (IE do it everyday) but every 2-3 weeks is probably a good idea especially if you have been known to have ear wax buildup issues such as some family members of mine and have in fact done ear irrigations and having to dig out impacted cerumen in patients in the ER in the past. So I have to question these experts opinion. Everybody has opinions the question is where is their proof and evidence to back up their statements (and has it been manipulated much like the Global Warming scientists who got caught last year from the UN)
Bad advice
Most physicians will agree that people should not be blindly probing their ears with q-tips. Most of the time it does more harm than good. Here is a reputable article from the "experts," explaining why it is not a good idea:

I agree. I've lived long enough to know that "experts" are often wrong. As a matter of fact.....mostly wrong.
