All the city had to do was ask the students to sign off on the specifics of the scene. Why base the decision on a rumor?
Specifics
It's my understanding that the specifics of the scene were the reason the city would not sign off on the permit. Public nudity with simulated sex on a {very busy} public road is a questionable request at best.
Incorrect specifics
There was to be no full nudity and it was on an abandon dead end of a street...not a busy public road.
Also the city did sign off on the permit, they just later revoked it the day before the shoot.
