Wasn't there a Kroger's store on College Road years ago? Maybe in the 70s? Food Lion and Lowes need more competition - grocery prices in this area are unreal. Most likely why they chose to return.
Harris Teeter has somewhat higher margins than Kroger and offers a presence in the Washington DC market, which among other factors made them an attractive acquisition for Kroger. Harris Teeter has stores in affluent vacation destinations, university communities and markets where populations are growing faster than the national average.
Those higher margins are expected to accrete 6 to 9 cents per share to Kroger earnings in the first full year of operations, ex transaction and transition costs. Kroger currently operates under the Kroger, Ralph's, Food 4 Less, and Fred Meyer brands, as well as Littman Jewelers.
Kroger has indicated that the chain will continue to be managed at least for the near term from Harris Teeter's Mathews, NC HQ.
So bottom line: Do not expect major changes anytime soon.
