I think people need to relax and see recycling as a positive action and not a punishment. Recycling takes little to no effort, but has a huge effect on our environment, I just don't understand that great resistance to it. FYI throwing away aluminum cans and plastic bottles in the trash has been ILLEGAL in Wilmington for several years now (http://www.wwaytv3.com/new_recycling_regulations_set_go_effect/09/2009) and yet goes on completely unenforced, I think maybe the implementation of fines is overdue. 60% of household garbage is recyclable with a quick run under the faucet, start recycling and you won't have to pay for the larger trash can.
