Progress? OH NO!!! Heaven forbid!!!
Too Few
There are something like 200 electric cars in the entire city. There are plenty of existing projects that would benefit many more that need to be completed, not to mention that the city is already over budget. Progress would be to balance the budget or to spend money so that it benefits the most citizens.
