The city spent a considerable amount of money (well into the six figures) to promote a baseball team in our area. I thinks it's only fitting that the city should pay for the fireworks. Cheap price to pay for a lot of entertainment for young families with children.
The downtown business should be the ones that fund it. They are the ones that will benefit from it.

Alternate one star burst shell with an explosive shell and charge admission to watch the demolition.

I didn't vote because I feel there could certainly be a sharing of expenses in this case - a combination of city, battleship, title sponsor and/or local businesses, they all can and do benefit from the attraction.
