President Barack Obama scrapped his administration's controversial plans to tighten smog rules earlier this month, bowing to the demands of congressional Republicans and some business leaders. "It neither complicates nor simplifies our permitting process – it has no impact," says Carolinas Cement Company President Bob Odom.
