Animal Control Services Manager sits tight during Board of Health MeetingThe New Hanover County Board of Health met today. some one needs to check her credentials. i have heard, not saying it is true, have not verified it that her Doctorate degree came from some place like Rev. Jesse Jackson and Rev. Al Sharpton's clergy degrees. don't think she would be managing a dog shelter if she really had Doctor of Vet Science. has she ever been a vet? i doubt it. What do you think Scott Pickey? might be worth a look.

Dr. McNeil is a 1981 Graduate of The University of Tennessee Vet School, and I was there with her through the entire process.
I think you had better get info from reliable sources before you start speaking.
Issue at Hand
The comments thus far on all of these related articles don't come close to addressing the issue at hand. There seems to be much more to this situation. What exactly is the reason for the administrative leave, seems very harsh given there's simply a Manager of one dept asking for clarity on an issue so that she can convey final explanation to her employees and be clear herself on the issue for the future.
So every time a manager causes some ripples, they're put on forced leave? Why such a drastic action? What exactly is the subject of the grieveance filed against Dr. McNeil (mentioned in another article)? Was it one of her employees or someone outside of the Animal Control department? It seems like everytime a story is delivered, I/we know less about why this is happening. Instead there are a lot of comments unrelated to the present circumstance. Almost seems to be purposeful distraction from what may be a larger more genralized issue under the surface!?

As the director of New Hanover County's Animal Control Department, she is ultimately the one responsible for how that department operates. Even when weather conditions are absolutely PERFECT, a response by animal control officers in this county is sketchy at best. Time after time, animal control is contacted, by civilians and by law enforcement officers alike, and TIME AFTER TIME animal control officers REFUSE to come out. In early 2011, animal control was summoned by WPD officers for a dog that was caught up in a domestic dispute. One of the persons involved in that dispute STOMPED and BROKE the dog's leg - ON PURPOSE. The dog's leg was VISIBLY BROKEN. Animal control refused - REFUSED - to come out to the scene. How do I know this, you may be asking? I WAS THERE. I WITNESSED IT. I saw the dog being stomped. I saw its leg being broken. I saw the officers that came out and summoned animal control to come take custody of the animal. I witnessed the officers' shock and sadness when they were told animal control refused to do ANYTHING to help the poor animal or at the very least remove it from such a horrible environment. THIS is the kind of agency this woman directs. THESE are the kinds of actions she obviously sanctions.
So why on earth does she think she or anyone in her department is deserving of EXTRA pay?? They don't even do their jobs during GOOD weather. Animal control was NOT called upon during the hurricane, so NONE of them deserve ANY pay!
Animal control is worthless in this county. They don't do anything deserving a salary, so they most certainly do NOT deserve EXTRA PAY just because a hurricane came through Wilmington.
Her salary has burdened taxpayers long enough. Fire her. NOW. Charge and arrest her for taking money all this time when she has done absolutely nothing - NOTHING - to deserve it.

Dear Mr Rice and other members,
I have been working w/ animals my whole life.. I have lived in other states. New Hanover county is the worst office I have ever had
to work w/ both because my own pets and though afew vet offices.. This is very sad that we allow dept. heads to be like Dr McNeil and
most of her employee's. There are Officers and office staff that are very hard working, careing, understandable etc.. These few are what is holding animal control functioning but very disfunctioning office.
We can do alot better by replacing her and setting a standard for all new employee's and mangament.. Maybe even make that another office we have to vote into office like we do for our schools, courts etc.... Dr McNeil I am very sorry but your olde boy buddy system needs to go... Time to wake up and you are a civil servant
you do have to answer to us the tax payers and May God have mercy on your soul for all of the poor animals that have suffered ( alive or dying ) at your hands and unfair policies...
PLease listen to us now and make changes for the better. If more people would speak up about thier dealings w/ you and your cronies.. This has been coming.... Now the county license fee $9.00 or more per pet and year, may go for something good!!!!

From what I read in the earlier articles, this lady has been trying to fire the worthless employees within her organization, but her supervisor won't allow that to happen. Welcome to US government - employing the otherwise unemployable since 1776.

Sorry to burst your bubble, but North Carolina is a right-to-work state. Part of that means that an employer, including government agencies, can terminate an employee's employment without having to specify a reason. If she wanted to get rid of "worthless" employees, she could.
She should start with herself. As the department head of animal control, she has been absolutely worthless.
