ONLY ON 3: Sterilization victim reacts to absent compensation bill in Senate budget

Elnora Mills was sterilized at age 16. She thinks it happened while in surgery to have her appendix removed. Two years later she found out. Though a bill passed through the state House last week, money for Mills and other eugenics victims is not in the Senate's budget.
