NCDOT preparations pay off in Cape Fear Memorial Bridge closure

Two weeks ago, closing the Cape Fear Memorial Bridge caused traffic to be backed up for hours, but this time around, it was pretty much smooth sailing for drivers, thanks to a few changes by the NCDOT.
