CFPUA tried to "scare" customers with threats of fines

Though the Cape Fear Utility Authority now says it's not what it meant to say, CFPUA Project Manager Christene Mitchell said the way to get customers to understand the severity of the weekend's water emergency was to "scare people a little bit" even though there were no plans to issue fines.

I think you are doing a wonderful job with rant. I wish I could say
what I wanted to about CFPUA but you can't say that on TV. Keep the
