what rights do I have with a gift certificate

What rights do I have with a gift certificate if the business has changed owners with their cousin? I bought my mom a $100.00 gift certificate for manicures/pedicures at Christmas one year ago. She went to get a manicuare and the owner told her he would only honor 25 dollars. I went to speak to the owner and his cousin who has a shop in the mall. She was rude, the new owner, her cousin was rude and they refused to honor it. I contacted the mall's consumer rep and the better business bureau. Noone has been any help! I am a teacher and one hundred dollars comes with working very hard everyday! It is very important to me to get this resolved as I NEVER will trust anyone with gift certificates again!!! Thank you.
Sincerely,
Gail Shepard
