Topsail Humane Society finds homes for pets, won't close without a fight

The property, once leased by the society, was recently sold, so the animals found a new home in Hampstead. The problem is, the county says this violates zoning laws, since the makeshift shelter is in a residential neighborhood on Lewis Road.
