A new bill in Raleigh is targeting young boaters. Wednesday, House lawmakers approved a bill that would make people under the age of 26 complete a boating safety course, or pass a boating operation test.
Violators would not face any monetary penalties, just court costs.
The North Carolina Wildlife Commission would not comment on the proposed bill until it passes the Senate.

I can understand where you are coming from, however, for the most part a kid who is going to have a boat has probably got a pretty good understanding of how a boat works from his father, etc. Soon there is going to be NOTHING you can do where you dont have something else you have to do before doing it.
