Price of self defense...

She was leaving after an argument and was stopped, so she defends herself by cutting and gets stuck with a $250,000 bond. He tried to restrain her and apparently caused her injury and he only gets a $25,000 bond? I don't get it. Shouldn't it be the other way around?
