BOLIVIA -- Removed from office last week, Brunswick County Sheriff Ron Hewett was indicted on four criminal charges today.

Hewett's problems have grown dramatically since a federal investigation was launched in June. As that process was dragging on in Raleigh, many of Hewett's own deputies were helping to amass a case against him here at home.

Ron Hewett entered the courtroom flanked by his lawyers -- a courtroom with many of his supporters present.

But this time Hewett sat on the defendant's side of the room, the prosecutor not his ally but his accuser.

Angie Robinson said she wasn't there for the sheriff, she was there for her lifelong friend "Ronnie" and to hear if his suspension would be made permanent. That would become the lesser of his problems.

There was a stunning shift of directions in that courtroom. What started as a hearing on his suspension turned into a presentation of criminal charges against Ron Hewett: three counts of embezzlement and one count of obstruction of justice -- all of which carry lengthy prison terms if convicted.

 

The three embezzlement counts by a public official involve using more than $1,300 in county money to paint campaign signs, guard his home and do work on his property.

The obstruction count accuses Hewett of ordering a detective not to arrest a relative of the sheriff in a child molestation case because it could be politically damaging.

Some were surprised by the timing.

District Attorney Rex Gore said, "The criminal process and the petition to remove were moving on parallel tracks. We got the petition to remove ready last week and filed that knowing we had scheduled the grand jury hearing for the true bills that were returned today."

As deputies looked on, the man who had been their boss was ordered not to have contact with any of them who had sworn affidavits against him. All guns were ordered removed from his possession, and Judge Ola Lewis set a $25,000 secured bond.

Ron Hewett had nothing to say as he and his wife left the court house, but those who watched the proceedings had some strong opinions.

Courtroom spectator Erica Ramsey said, "I'm glad that they got him on this, and I wish someone would look -- it goes farther than this, I'm pretty sure."

Courtroom spectator Joyce Elliott said, "I'm sick at heart. I've know Ronnie for a long time. I was a fifth grade teacher when he was a DARE officer. He did a lot of good things for Brunswick County. If he was guilty I'd have to hear him admit it to believe it."

Unless there's some kind of plea bargain deal looming, that will become the task of a jury.

Hewett could face more than 12 years in prison if convicted on all counts. No charges have yet been filed in the federal investigation.

The hearing on his suspension has been rescheduled for May 5. County Coroner Greg White will continue as acting sheriff in the interim.

Hewett suspended Thursday

Hewett was suspended Thursday night after Rex Gore filed a petition for his removal. The grounds: neglect or refusal to perform the duties of his office, willful misconduct or maladministration in office, extortion and intoxication.

Gore presented a binder full of evidence to back up the charges. It includes more than 20 affidavits, most of them from deputies and most of them containing some damning statements. There were also supporting photos and audio recordings of Hewett's activities. Gore said some of Hewett's own deputies were instrumental in building this case.

"They had begun the process before we joined forces with our investigation," Gore said.

Several deputies arriving for work at the Sheriff's Office in Bolivia Friday morning had no comment for NewsChannel 3 about their boss's suspension.

Gore's evidence includes several phone calls between Hewett and other members of the Sheriff's Office. In a call with Capt. Kevin Holden on August 16, 2007, Hewett appears to speak of suicidal plans as he tells Holden that many of Hewett's friends won't take or return his calls in the midst of an investigation of the sheriff by a federal grand jury.

"I know you are down," Holden tells the Sheriff. "I'm trying to bring you back up."

Hewett responds: "There ain't no bringing me back up. I'm looking for a bank robbery in (expletive deleted) progess. That's what I want."

Hewett won't explain what he means by looking for a bank robbery. But several minutes later, he brings it up again, telling Holden that dying would be better than what he was going through.

"I'm telling you, something's (expletive deleted) up. And they think I know it," Hewett said. "I don't know it. And go ahead and kill me. Take the .357 and kill my ass. Like I said, I'm looking for me a damn bank, man. Mitch Prince got a hell-of-a lot better end then I did."

Mitch Prince was a Boiling Spring Lakes police officer killed in the line of duty in January 2005.

Hewett has been the target of a closely guarded federal investigation for several months. A host of people have been called to testify before a federal grand jury in Raleigh. Gore says this removal is unrelated to that investigation. Although some of the allegations may overlap, this was a separate action. Gore says per state law, county coroner Greg White is serving as acting sheriff.

The affidavits in the book of evidence tell repeated stories of misconduct. Capt. Gene Caison grew up with Hewett. He details numerous instances of deputies on county time being used to do manual labor on Hewett's property or forced to work on Hewett's campaign signs and fundraisers. Caison also details highly erratic conduct by the sheriff.

Other deputies and a SBI agent detail numerous incidents where Hewett showed up to crime scenes intoxicated and interfered with investigations. In once case, Hewett allegedly arrived at a home where a man had barricaded himself inside. With the SWAT team on the scene, witnesses say an apparently intoxicated Hewett kicked down the front door and went into the home with his teenage son Justin.

There are also several pages devoted to county money and resources spent on Hewett's son Justin from the time Justin was a teenager, including Hewett assigning a vehicle belonging to the Sheriff's Office to his son, even after Justin Hewett had been hired as a police officer in Holden Beach. Witnesses also say Hewett requested his son be certified to use firearms and that Justin was seen at times carrying a badge and other BCSO equipment, even though he was too young to be a deputy.

Other allegations include:

  • Hewett sexually harassed several female employees.
  • Hewett used racial epithets.
  • Hewett ordered deputies to buy and deliver alcohol to him.
  • Hewett denied a request by a deputy to search a neighborhood for Billy Wade Russ, a missing man, who was later found in a neighbors yard, just feet from Russ's own property.
  • Hewett arrived drunk at the scene of a submerged car in October 2005 and that his son Justin removed the body of Kendrick Sparrow from the car against established investigative protocol. Investigators found that Sparrow had been shot before his car ran off the road.

A hearing on the removal petition is set for Monday at noon. At that point Hewett can argue to have it overturned. If his removal is upheld, it would fall upon the Brunswick County Democratic party to pick a new sheriff.

As I sit and listen to the tapes, as I sit and look at the evidence, as I sit ponder on all that I know, it throws me back, hopefully we have not gathered for a funeral that will not take place, evidence and criminal activities are hard cases when the witnesses are involved in the crime, all these deputies who apparently conspired at one point to break the law how does he tamper with a case without help, how does he force deputies who are suppose to uphold the law to break it, how do you define Conspiracy, how do you define Cowardice, Lets think DA knew he was going to be indicted the deputies probably know how to spell Conspiracy( because they were there), so the next word we can use is Cowards, step back in time to his last campaign, I saw no deputies who was being forced to campaign looking as if they were under distress. Why!! I will tell you why they loved him. How do you remove someone that bad, you don’t campaign for him-----HMMMMM… why all of a sudden well here’s the word Cowardice? I will not praise them they broke the law too they knew that they had not been working to protect the public but yet they spent the money didn’t they, Keith Smith, Gene Allen Caison, Mark Truil, and several other faceless cowards are criminals, it baffles me that these strong will men could not find the courage to at least donate the illegal monies to charity( how much you want to bet), why didn’t they put vacation time down on there time sheets or comp time, something stinks folks and it just might be the deputies dead Morales that we smell, Ronald appears to be guilty, but I cannot for the life of me figure how we praise these brave souls who took the money and ran, only to find there intestinal fortitude- promptly before their stinking dead morals hit the fan. So if we are to ignore all the good Ronald has done and erase it with the bad how can we possible erase all they helped him do, with this act of cowardice, Real men would have stood next to him and faced the music, but instead they dance in there glory as cowards………… Remember These Names-- Keith Smith, Gene Allen Caison, Mark Truil you can recognize them by the yellow stripe, and the odor of dead morals!!!!!!!!

How can you sit there and condemn those men for coming forward? Yes, maybe it shouldn't have taken so long, and yes maybe they were along side him, but this was their career at stake, their bread and butter. When corruption is taking place inside of a department like that you don't know how deep that corruption runs. In most instances we can just go tell our boss, but their boss was the corrupt one. How could they have known who all was involved in it, who they could trust. You have read several affadavits, and news releases talking of the friends that Hewett had in the department and the DA's office. He could have fired them, as he did so many others, for no reason at all. Even the citizens of Brunswick County are afraid to speak out. I don't blame them. No, Hewett's appearance doesn't at all look scary, his actions in public eye aren't threatening, but those who truly know him, and have worked beside him for so many years know what he is truly like and capable of. They had every right to be afraid, he could have made their lives a living hell. I can't believe that people who are downing those that stepped forward yet backing Hewett all the way! Hewett was an elected official who used his position to get what he wanted, and do as he pleased. The big picture that everyone needs to look at here is the fact that he let a county down that depended upon him. He had a job to do, he failed plain and simple. Yeah, he is just a man, a human or what ever other excuse ya'll want to make for him, but he did wrong and he deserves to suffer the consequences of his actions. Unfortunately, his actions are going to tear the relationship between ALL law enforcement officials and the citizens of this county apart. It is going to make it more difficult for the officers in this county to do their jobs, the citizens are going to be torn as to trust them or not. I am a teacher and we teach our kids that police officers are their friends and to always trust them, and go to them in they ever need help...its a sad day when the one who should be honoring the badge to the highest degree turns out to be the very one we need to protect our kids from. Yanno, I know that Hewett was once a honorable and God fearing man. He was once what I considered a great, someone to look up to...he needs to be the honorable man that he once was, the man who upheld the law, and loved what he did...and admit his downfalls, mistakes, short comings. He needs to accept the responsibilty of the choices that he made and face the consequences. He knows how the system works better than most! Search deep Hewett, find that person that you once were and have some one on one time the man above. That will be the only place you will find peace and true justice!!!

Kudos to you, you hit the nail on the head! I understand ALL TO WELL what consequences you'll face if you come forward against a corrupt boss! I am still suffering the consequences... years later! I was employed by the County and presented information to my supervisor about a local attorney who represented the county agency I worked for.. she constantly made me give her privileged information on other people, which was illegal, and also made passes at me. I told my supervisor that I did not appreciate this behavior, that I did not appreciate the sexual harassment because I did not "play for her team" and that giving out privileged confidential information was illegal. I was told to keep my mouth shut. I threatened to go to the District Attorney about it and I was threatened, my tires were slashed and I was finally FIRED!! It has been very difficult to find a job when your employer gives a bad reference, only because you came forward about corruption!!! There were other ladies within our department who were also harassed and intimidated, made to change legal records and so on.. they were too afraid to talk--but Hey, they still have their jobs! So, I completely understand why these deputies did what they did. They needed their jobs!

To have 3 trees removed my yard cost $250. Let's see, 83.33/tree @ 58 trees = $4,833.33. Maybe I should have asked the deputies to remove mine.

Public Works

Cheer up Ronald, i Gaurantee you can get a job as a public workd director if you can get 52 trees cut for $252.00. if he can get work done that cheap RE-instate him know and let the deputies start building affordable housing!!!! Also i believe we can all save money on campaigns as well good job at effecient use of time for those officers who needed to be reprimanded!!!!!! maybe when they get indicted they can use that as time served....

It's amazing how Brunswick County is seldom ever recognized by news agencies. Hurricanes blast the coast and Brunswick County can be the most threatened, but the news is terrified for New Hanover County! Rare mention of Brunswick County. Through the years, you could ask Wilmington residents who their sheriff was and very few could answer you. But they've known who Brunswick County's is. Now, suddenly reporters are vaulting across the Cape Fear armed with all their knowledge and hard facts on Brunswick County and the Ron Hewett case. They are doing their jobs and reporting the news from our very courthouse steps! I'm not originally from this area, but having spent most of my life here I've had the opportunity to observe the tight family community that defines Brunswick County. Driven by centuries-old traditions, church on Sundays, loyalty, complete contentment with a life passed down through generations, handing tobacco, oystering, working hard and playing hard, these people are the most genuine I've ever encountered. Ron Hewett embraces and protected these traditions that would otherwise be argued as 'archaic and simplistic' by certain new residents who chose to move here and instead of integrate, dictate and dominate. The charges and allegations against him are downright laughable, weak and the result of a certain few who got their toes stepped on. No, he won't be our Sheriff anymore, so the mutiny was successful. Anyone else have any suspicions as to who may casually slip into our sheriff's seat? Let's all watch together as the media dictates this scandalous tale of the small town sheriff brought down by his upstanding team.

Boy, am I glad you are not from here. It would scare the heck out of me to think you and I share the same gene pool! So you think this is nothing. OK, let's just take one little excerpt from one tape. AND IT IS HIS VOICE YOU KNOW! It really does not matter to me the conditions he was taped under. I am just darn glad he got taped! Ronald Hewett

My grandfather always said "bad news travels fast, good news travels slow". Now why is that? I know part of the reason is because people would rather put someone else down rather than do something commendable themselves. How quickly you selfrighteous people forget what kind of county we had BEFORE the invasion. Do you really think it got any easier for Ronald? All of you people who are so ready to condemn, what are you doing to make this a better world? No I'm not saying that if Ronald made poor choices that he should not be held accountable. I am saying why be so cruel? Ronald had done a lot for many people, including our parents, our children and our friends and neighbors. Oh by all means let's forget all the good, if we put someone down and spread rumors for awhile at least we won't be thinking about how little we do to improve our own or someone else's life. Ya'll are selfish and mean. You better hope we get HALF as good a man as Ronald Hewett back in the sheriff's position. He is an elected official. The people have the right 2 judge him. If he is not doing the things he was sworn to do then he should be removed. Petitioners deserve medals, not scorn

It is stunning and baffling to read that so many people are still in doubt about Sheriff Hewett's criminal dereliction of duty. I have known the sheriff for more than 15 years and like so many of you, I once respected and admired him. I also know every one of the officers named in the petition for the sheriff's removal. Believe me, there was a time when any one of these officers would have taken a bullet to protect the sheriff. It took incredible courage for them to put their careers on the line to have him removed. They have done an incredible service to Brunswick County in getting this man out of office before he went racing to a crime scene drunk in the middle of the night and killed you or one of your family. I only hope the sheriff has friends who can see the truth about his substance abuse and can convince him to get him the help he so obviously needs.

The Law

If Sheriff Hewett has been charged with Obstruction of Justice and if its true the officer that was doing the case should be charged also.(IF)the Sheriff told her not to charge the person and she did not THEN under the law she should be charged with the same crime.Because under oath she had a job to do no matter what the Sheriff tells you to do.The law is the law.So if Gore is so hell bent on following the law he needs to charge the deputy.Look it up or ask an Attorney.

Amen! And also the ones that stood by and watched as he quote "stumbled and almost fell at a crime scene". Wasn't it their responsibility to report this if it is in deed true? I realize their jobs were important to them but for crying out loud someone could have been killed and they just stood by and continued to observe this. I am betting there is more to this than we know or will ever know.

my thoughts and prayers go out to the citizens of brunswick county, the hewett family, and the sherriff department and there families as well. I'm sure this has been a trying time for everyone. Also the thoughts and prayers go out to the d.a's office and there families as well and the f.b.i and there families as well this has taken on a toll for everyone. There are no comments that i can say except we all have issues, problems everyday, nothing is a smooth road while living here on this earth. However, the only one who has the answers through all of this is OUR HEAVENLY FATHER who does things and still doing things that strenghten us each day. My main comment on this is let's learn and continue to learn how to understand everyones feelings that are involved here including most importantly OUR CHILDREN who watches and awaits. Our Children

Who in this county has had a child ask one of the following questions...What did Sheriff Ronald do? Is he going to jail? Is he a bad man? Why did he break the law? Well I for one have seen him at the schools, Girl Scout and Boy Scout events, and other youth activities in our community. What about the children??? He was elected to serve this community and by doing so he signed on for the children on Brunswick County to look up to him and he was a role model to these kids. What examples has he set and who are they looking up to now? No matter what the outcome on May 5th, the audio tapes are enough for me. Shame on you for letting our Children down!
