BOLIVIA -- Removed from office last week, Brunswick County Sheriff Ron Hewett was indicted on four criminal charges today.

Hewett's problems have grown dramatically since a federal investigation was launched in June. As that process was dragging on in Raleigh, many of Hewett's own deputies were helping to amass a case against him here at home.

Ron Hewett entered the courtroom flanked by his lawyers -- a courtroom with many of his supporters present.

But this time Hewett sat on the defendant's side of the room, the prosecutor not his ally but his accuser.

Angie Robinson said she wasn't there for the sheriff, she was there for her lifelong friend "Ronnie" and to hear if his suspension would be made permanent. That would become the lesser of his problems.

There was a stunning shift of directions in that courtroom. What started as a hearing on his suspension turned into a presentation of criminal charges against Ron Hewett: three counts of embezzlement and one count of obstruction of justice -- all of which carry lengthy prison terms if convicted.

 

The three embezzlement counts by a public official involve using more than $1,300 in county money to paint campaign signs, guard his home and do work on his property.

The obstruction count accuses Hewett of ordering a detective not to arrest a relative of the sheriff in a child molestation case because it could be politically damaging.

Some were surprised by the timing.

District Attorney Rex Gore said, "The criminal process and the petition to remove were moving on parallel tracks. We got the petition to remove ready last week and filed that knowing we had scheduled the grand jury hearing for the true bills that were returned today."

As deputies looked on, the man who had been their boss was ordered not to have contact with any of them who had sworn affidavits against him. All guns were ordered removed from his possession, and Judge Ola Lewis set a $25,000 secured bond.

Ron Hewett had nothing to say as he and his wife left the court house, but those who watched the proceedings had some strong opinions.

Courtroom spectator Erica Ramsey said, "I'm glad that they got him on this, and I wish someone would look -- it goes farther than this, I'm pretty sure."

Courtroom spectator Joyce Elliott said, "I'm sick at heart. I've know Ronnie for a long time. I was a fifth grade teacher when he was a DARE officer. He did a lot of good things for Brunswick County. If he was guilty I'd have to hear him admit it to believe it."

Unless there's some kind of plea bargain deal looming, that will become the task of a jury.

Hewett could face more than 12 years in prison if convicted on all counts. No charges have yet been filed in the federal investigation.

The hearing on his suspension has been rescheduled for May 5. County Coroner Greg White will continue as acting sheriff in the interim.

Hewett suspended Thursday

Hewett was suspended Thursday night after Rex Gore filed a petition for his removal. The grounds: neglect or refusal to perform the duties of his office, willful misconduct or maladministration in office, extortion and intoxication.

Gore presented a binder full of evidence to back up the charges. It includes more than 20 affidavits, most of them from deputies and most of them containing some damning statements. There were also supporting photos and audio recordings of Hewett's activities. Gore said some of Hewett's own deputies were instrumental in building this case.

"They had begun the process before we joined forces with our investigation," Gore said.

Several deputies arriving for work at the Sheriff's Office in Bolivia Friday morning had no comment for NewsChannel 3 about their boss's suspension.

Gore's evidence includes several phone calls between Hewett and other members of the Sheriff's Office. In a call with Capt. Kevin Holden on August 16, 2007, Hewett appears to speak of suicidal plans as he tells Holden that many of Hewett's friends won't take or return his calls in the midst of an investigation of the sheriff by a federal grand jury.

"I know you are down," Holden tells the Sheriff. "I'm trying to bring you back up."

Hewett responds: "There ain't no bringing me back up. I'm looking for a bank robbery in (expletive deleted) progess. That's what I want."

Hewett won't explain what he means by looking for a bank robbery. But several minutes later, he brings it up again, telling Holden that dying would be better than what he was going through.

"I'm telling you, something's (expletive deleted) up. And they think I know it," Hewett said. "I don't know it. And go ahead and kill me. Take the .357 and kill my ass. Like I said, I'm looking for me a damn bank, man. Mitch Prince got a hell-of-a lot better end then I did."

Mitch Prince was a Boiling Spring Lakes police officer killed in the line of duty in January 2005.

Hewett has been the target of a closely guarded federal investigation for several months. A host of people have been called to testify before a federal grand jury in Raleigh. Gore says this removal is unrelated to that investigation. Although some of the allegations may overlap, this was a separate action. Gore says per state law, county coroner Greg White is serving as acting sheriff.

The affidavits in the book of evidence tell repeated stories of misconduct. Capt. Gene Caison grew up with Hewett. He details numerous instances of deputies on county time being used to do manual labor on Hewett's property or forced to work on Hewett's campaign signs and fundraisers. Caison also details highly erratic conduct by the sheriff.

Other deputies and a SBI agent detail numerous incidents where Hewett showed up to crime scenes intoxicated and interfered with investigations. In once case, Hewett allegedly arrived at a home where a man had barricaded himself inside. With the SWAT team on the scene, witnesses say an apparently intoxicated Hewett kicked down the front door and went into the home with his teenage son Justin.

There are also several pages devoted to county money and resources spent on Hewett's son Justin from the time Justin was a teenager, including Hewett assigning a vehicle belonging to the Sheriff's Office to his son, even after Justin Hewett had been hired as a police officer in Holden Beach. Witnesses also say Hewett requested his son be certified to use firearms and that Justin was seen at times carrying a badge and other BCSO equipment, even though he was too young to be a deputy.

Other allegations include:

  • Hewett sexually harassed several female employees.
  • Hewett used racial epithets.
  • Hewett ordered deputies to buy and deliver alcohol to him.
  • Hewett denied a request by a deputy to search a neighborhood for Billy Wade Russ, a missing man, who was later found in a neighbors yard, just feet from Russ's own property.
  • Hewett arrived drunk at the scene of a submerged car in October 2005 and that his son Justin removed the body of Kendrick Sparrow from the car against established investigative protocol. Investigators found that Sparrow had been shot before his car ran off the road.

A hearing on the removal petition is set for Monday at noon. At that point Hewett can argue to have it overturned. If his removal is upheld, it would fall upon the Brunswick County Democratic party to pick a new sheriff.

Good People of Brunswick County; Once again I read the headlines about Sheriff (soon to be ex!) Hewett and his ill mannered attempt to cover his tracks with a few misguided souls! Folks I know you are not stupid in North Carolina so why don’t you pull your heads out of darkness and see what is happening and what has happened! I am truly amazed as I read the comment section of your newspaper and how some of you don’t understand or fail to realize what is going on. Do you really believe that an entire Sheriff’s Department is setting Hewett up? That he is an innocent victim of the Federal, State and local Government? Get a clue!!!! I have about thirty years in Law Enforcement and have seen or thought I saw the lowest of rats, but Sheriff Hewett has them beat hands down. If you have a spare minute maybe you can read the 33 page charging document on poor old Sheriff Hewett. Very interesting reading, better then any “True Crime” drama you could select at the local grocery store on a Saturday afternoon. Please remember this charging document is County only, not Federal. When dear Sheriff Hewett gets charged with the Federal stuff he will need far more the $25,000.00 to bail his behind out of jail. Maybe instead of the good people of Brunswick County proclaiming Sheriff’s Hewett’s innocents they should be DEMANDING an FBI Special Investigations Team conduct a “Proper” investigation into two high profile homicides that occurred in your County. The first would be when Sheriff Hewett’s son (before he was in Law Enforcement) contaminated a homicide scene by jumping into the water and touching a vehicle which held a murder victim. Why would a person go through the trouble to do that? Maybe there was evidence there that would have been crucial to solving that murder. Or MAYBE, just MAYBE there was a very good reason why he arrived on scene and destroyed a crime scene before anyone else could get there. Interesting thought. The second would be when Sheriff Hewett told his people not to look for a body of a missing man and stated “How would it look if we found him”. What would it matter unless there was something they didn’t want found? How about the victims that Sheriff Hewett has bewildered by his lack of concern with improper investigations or his giving orders for Detectives NOT to charge a person because they are “family” or political concerns hamper an investigation? You have to understand that being a Sheriff in a “Right to work” environment is a feeding grounds for a Sheriff to become what he has swore to protect you from. Maybe a prime example is the cover up of a sexual assault that still haunts the victim, her family, and numerous other victims of this rapist. Oh that’s right, the suspects work UNDER Sheriff Hewett!!!! Read the charging documents folks and you will see that Sheriff Hewett has lived up to his full height of being a criminal. Sheriff Hewett sworn to uphold the law when he became a Police Officer and the Sheriff, sworn to protect you folks from what he is and has been… A CRIMINAL!!!!! It is time folk to stop backing this man and believing the blame is on the “Hired help”. There may be someone in that group that is looking to save his behind, but when you have that many people coming forward and saying they feared they would lose their job, something is wrong. One step to prevent this from happening again is to take the “Right to work” clause out of the Sheriff’s hands and help the Police and Deputies to start, maintain and support a Union. With a strong Police Union (Like FOP), the Sheriff will have no way to become a criminal because there are way to many “watchful” eyes on him. Second you need to start a “Community Watch Group” that oversees the Sheriff’s and Chief of Police positions. While they can not mandate what happens, they will have a heck of a lot of input! Limit them to about two years on the Committee so there isn’t enough time to pick up bad habits or come under the influence or either the Sheriff or the Chief of Police. Brunswick County is your home, keep it that way, take the streets back and don’t allow soon to be EX-Sheriff Hewett to destroy what you have spent a life time building!! One day retired cop,

I am so sick and tired of the cry baby's finger pointing with words like snitch, backstabber, Judas, etc. The jails are full of criminals because of people that told what they new! Just last night I saw a program on TV where a father tearfully but truthfully gave the police information that allowed them to find the body of a murder victim. HE WAS NOT THE FATHER OF THE VICTIM BUT, THE FATHER OF THE PERPERTRATOR! If it had not been for this painful honesty of this man, a murderer could be on the street today instead of behind bars. Do you want every criminal that is in jail today to be released back to the streets if, that criminals conviction came because someone rolled over on him? I think not! You blind lovers of Ron Hewett will grasp any straw you can get your hands on to somehow try to somehow explain away any wrong doing on his part. Even if that straw comes from the ground of a stable and is covered in horse dung! "If it looks like a duck, walks like a duck, and quacks like a duck, IT IS A DUCK!" Ron Hewett is covered in the dung of being a criminal, dirty law enforcement official. A dirty cop is a dirty cop is a dirty cop! The good law abiding citizens of this county deserve better. The good honest LEO's everywhere deserve our support in removing this and other cancers (dirty cops) from their ranks. And knowing Ronald he might get his fellow prisoners to paint his campaign signs during recess and hire them to remodel his cell block with his pitcure on the toilet. TRUE JUSTICE

I am one of those that can take a sigh of relief now that Mr. Hewett has been caught at his clever game that he's hid from the most of us for such a long time. Being brought up right here in Brunswick County, I grew up knowing Ronald Hewett... and I can honestly say that I have watched him fall from an honest and loyal public official, who I used to look up to, to someone who took such such an important role in his community and used it to further hisself and family by misusing the resources available to him... leading him to where he is today... INDICTED WITH SUCH CHARGES! If true justice is to be served... Ronald Hewett... nor ANY member of his family, especially his son, will serve as law enforcement in my county. I'm not here to say that once someone has a lapse in judgement and makes a mistake.... they are automatically a bad person... I'm just saying that we, the members of Brunswick County, need a strong willed individual to be our sherriff... and apparently Ronald Hewett hasn't the requirements to do so. It's high time the HEWETT SCANDAL be closed for business.

Political Arrogance

When news first broke about the Hewett problems with the Federal Grand Jury I was shocked. I have been following the news for the last few days and I have moved way pass being shocked. I have read the comments defending him and those condeming him. I have been asking myself how could this happen. I think I have the answer. It is simply political arrogance. Meg Scott Phipps served prison time because she belived herself to be above the law and took bribes from the State Fair Venders. Jim Black long time Speaker of the NC House is now in prison for taking bribes. Jim Wright a NC House member is in court as we speak for breaking campaign laws and down right stealing. Mike Easley is being looked at for destroying emails. Bev Perdue has been accused by Richard Moore for building an expensive bridge with little traffic but goes past a development owned by Bev and her husband. Richard Moore has likewise been accused by Perdue. The former NC 1st district congressman has been removed from office and is now in jail. One other question I am asking myself; is it just a coincidence that they are all Democrats?

Due Process

This entire ordeal smells. As in any criminal investigation there has to be opportunity and motive. Turn the picture around. Who would have the motive and opportunity to pursue the removal of Sheriff Hewett? Obviously the answer would be disgrunted subordinates. What person in the department would benefit the greatest from the removal? It would seem to be an easy answer. The name Smith keeps arising. The other members who testified before the grand jury, also had to gain from the removal. When Sheriff's are in office for an extensive amount of time, personnel changes are stagnant, as well as promotional opportunities. If the Sheriff is removed, it has a flow downward. More and more positions are open for appointment by the new sheriff. I'm sure that those particular deputies that operated in concert with one another, will be rewarded with better assignments. It is time to examine the allegations, and ask why something as petty as the $1400.00 in estimated "unlawful" work performed by deputies would be drawing this much attention? In 99 out of 100 times the DA would accept repayment of the $1400.00 as enough punishment. It will cost Brunswick County tens of thousands of dollars just to find out if perhaps Hewett made his employees angry by painting signs. I'm sure their arms were not twisted into participating. As far as the alledged request that a relative not be arrested, I know for a fact, that this practice is common in all law enforcement. Perhaps the relative refered to was sick, or in mentally diminshed state, where the plantiff agreed that medical treatment was better than jail. None of us really know what went on. We have disgruntled employees taking the opportunity to "get even" over their feelings of being mistreated. So much of the claims are explanable. Let's treat Ronald Hewett the way we would treat anyone in this situation. Don't prejudge, don't escalate the situation, and let us give him the opportunity to defend himself. Let due process run its course. After everything the man has done for the citizens of Brunswick County, we owe him that much at least.

It really is nice to see someone write with great common sense. You said it all and said it well.

THE TRUTH

This is not the first time anyone has "spoke up" about these incidents. It's just the first time somebody high enough has decided to listen and do something about it. Before I started working for the county 5 years ago, I thought the world of Ronald Hewett and would have done anything for him, even after I started working for him I felt the same way. It didn't take long to see what goes on behind closed doors. He is an excellent front man, but that is it..And you might say, "but he has done so much good for this county", you could not be more WRONG..he has TAKEN so much credit for the good done in this county that was done by OTHER MEMBERS of the department. Alot of you have said "$1300 is that it?", my first response to that is , $1.oo is enough when you are an elected public official chosen by the public to uphold the law, my second response to that is this is just the beginning and the there is much more to come..Also keep in mind that there is still a FEDERAL investigation in progress that has nothing to do with this local investigation. I'm having trouble believing that there are still people supporting him after hearing the things that he has said. Yes, he was being recorded without him knowing, which by the way is perfectly legal, but none the less someone in his position should not be talking that way to or about ANYONE especially his employees and supposed friends. It was easy to think that maybe he was right in the beginning, but now that the truth is coming right out of HIS OWN mouth, it's kinda hard not to believe it.

I want to add my 2 cents here. I took my child to BCSD and reported to detectives that my son had been molested by his older cousin. Guess what, once that detective discovered that the older cousin was related to "Ronnie", nothing happened. Nothing! Before she knew of the family connection, she took a statement from my son. He desrcibed in great detail things that had happened to him. She was all about getting this cousin off the streets. Right, the next day she finds out who the cousin is and she wouldn't even return my phone calls. I am thankful that this man is going to been out of office. Maybe now, I can get some justice for my child. And trust that I will be looking for that justice!

NO sympathy

Ronald wronged me and my family 2 years ago....It's about time those officers and detectives stood up for what was right. And for those of you he tried to fire last week(which resulted that day in his suspension) good for you!! And thank you from ALL the citizens that have ever been wronged by that corrupt man.

Why should he not be punished!!

You people need to get real, he might have done some great things for Brunswick County, but also remember he is being charged with a crime. The deputies did the right thing by turning him in, they did nothing wrong, they were doing their job. Right now Hewitt is being considered a criminal, he is not above the law. I personally think he needs to be held 100% accountable for his actions!!! he will get his time!!! What goes around truly does come around, DOESN'T it!!!
