BOLIVIA -- Removed from office last week, Brunswick County Sheriff Ron Hewett was indicted on four criminal charges today.

Hewett's problems have grown dramatically since a federal investigation was launched in June. As that process was dragging on in Raleigh, many of Hewett's own deputies were helping to amass a case against him here at home.

Ron Hewett entered the courtroom flanked by his lawyers -- a courtroom with many of his supporters present.

But this time Hewett sat on the defendant's side of the room, the prosecutor not his ally but his accuser.

Angie Robinson said she wasn't there for the sheriff, she was there for her lifelong friend "Ronnie" and to hear if his suspension would be made permanent. That would become the lesser of his problems.

There was a stunning shift of directions in that courtroom. What started as a hearing on his suspension turned into a presentation of criminal charges against Ron Hewett: three counts of embezzlement and one count of obstruction of justice -- all of which carry lengthy prison terms if convicted.

 

The three embezzlement counts by a public official involve using more than $1,300 in county money to paint campaign signs, guard his home and do work on his property.

The obstruction count accuses Hewett of ordering a detective not to arrest a relative of the sheriff in a child molestation case because it could be politically damaging.

Some were surprised by the timing.

District Attorney Rex Gore said, "The criminal process and the petition to remove were moving on parallel tracks. We got the petition to remove ready last week and filed that knowing we had scheduled the grand jury hearing for the true bills that were returned today."

As deputies looked on, the man who had been their boss was ordered not to have contact with any of them who had sworn affidavits against him. All guns were ordered removed from his possession, and Judge Ola Lewis set a $25,000 secured bond.

Ron Hewett had nothing to say as he and his wife left the court house, but those who watched the proceedings had some strong opinions.

Courtroom spectator Erica Ramsey said, "I'm glad that they got him on this, and I wish someone would look -- it goes farther than this, I'm pretty sure."

Courtroom spectator Joyce Elliott said, "I'm sick at heart. I've know Ronnie for a long time. I was a fifth grade teacher when he was a DARE officer. He did a lot of good things for Brunswick County. If he was guilty I'd have to hear him admit it to believe it."

Unless there's some kind of plea bargain deal looming, that will become the task of a jury.

Hewett could face more than 12 years in prison if convicted on all counts. No charges have yet been filed in the federal investigation.

The hearing on his suspension has been rescheduled for May 5. County Coroner Greg White will continue as acting sheriff in the interim.

Hewett suspended Thursday

Hewett was suspended Thursday night after Rex Gore filed a petition for his removal. The grounds: neglect or refusal to perform the duties of his office, willful misconduct or maladministration in office, extortion and intoxication.

Gore presented a binder full of evidence to back up the charges. It includes more than 20 affidavits, most of them from deputies and most of them containing some damning statements. There were also supporting photos and audio recordings of Hewett's activities. Gore said some of Hewett's own deputies were instrumental in building this case.

"They had begun the process before we joined forces with our investigation," Gore said.

Several deputies arriving for work at the Sheriff's Office in Bolivia Friday morning had no comment for NewsChannel 3 about their boss's suspension.

Gore's evidence includes several phone calls between Hewett and other members of the Sheriff's Office. In a call with Capt. Kevin Holden on August 16, 2007, Hewett appears to speak of suicidal plans as he tells Holden that many of Hewett's friends won't take or return his calls in the midst of an investigation of the sheriff by a federal grand jury.

"I know you are down," Holden tells the Sheriff. "I'm trying to bring you back up."

Hewett responds: "There ain't no bringing me back up. I'm looking for a bank robbery in (expletive deleted) progess. That's what I want."

Hewett won't explain what he means by looking for a bank robbery. But several minutes later, he brings it up again, telling Holden that dying would be better than what he was going through.

"I'm telling you, something's (expletive deleted) up. And they think I know it," Hewett said. "I don't know it. And go ahead and kill me. Take the .357 and kill my ass. Like I said, I'm looking for me a damn bank, man. Mitch Prince got a hell-of-a lot better end then I did."

Mitch Prince was a Boiling Spring Lakes police officer killed in the line of duty in January 2005.

Hewett has been the target of a closely guarded federal investigation for several months. A host of people have been called to testify before a federal grand jury in Raleigh. Gore says this removal is unrelated to that investigation. Although some of the allegations may overlap, this was a separate action. Gore says per state law, county coroner Greg White is serving as acting sheriff.

The affidavits in the book of evidence tell repeated stories of misconduct. Capt. Gene Caison grew up with Hewett. He details numerous instances of deputies on county time being used to do manual labor on Hewett's property or forced to work on Hewett's campaign signs and fundraisers. Caison also details highly erratic conduct by the sheriff.

Other deputies and a SBI agent detail numerous incidents where Hewett showed up to crime scenes intoxicated and interfered with investigations. In once case, Hewett allegedly arrived at a home where a man had barricaded himself inside. With the SWAT team on the scene, witnesses say an apparently intoxicated Hewett kicked down the front door and went into the home with his teenage son Justin.

There are also several pages devoted to county money and resources spent on Hewett's son Justin from the time Justin was a teenager, including Hewett assigning a vehicle belonging to the Sheriff's Office to his son, even after Justin Hewett had been hired as a police officer in Holden Beach. Witnesses also say Hewett requested his son be certified to use firearms and that Justin was seen at times carrying a badge and other BCSO equipment, even though he was too young to be a deputy.

Other allegations include:

  • Hewett sexually harassed several female employees.
  • Hewett used racial epithets.
  • Hewett ordered deputies to buy and deliver alcohol to him.
  • Hewett denied a request by a deputy to search a neighborhood for Billy Wade Russ, a missing man, who was later found in a neighbors yard, just feet from Russ's own property.
  • Hewett arrived drunk at the scene of a submerged car in October 2005 and that his son Justin removed the body of Kendrick Sparrow from the car against established investigative protocol. Investigators found that Sparrow had been shot before his car ran off the road.

A hearing on the removal petition is set for Monday at noon. At that point Hewett can argue to have it overturned. If his removal is upheld, it would fall upon the Brunswick County Democratic party to pick a new sheriff.

Any embezzlement is bad for any amount. When you enforce the law you should respect and obey the law. As for the above mention of "those without sin cast the first stone" that is the most idiotic argument I have heard in this case. No one is without sin but by that reasoning no one should be in jail because no one has the moral authority to send them there. If Sheriff Hewett has done what he has been accused of then he needs to go. To intervene in a criminal case and refuse to apply the law because of a familial relationship is disgusting. If Sheriff Hewett had the best interest of Brunswick County at heart he would RESIGN, fight the charges, and, if cleared, run again and, no doubt, win.

It's truly a sad situation, without a doubt. Note the $1300 number was based on value of the services allegedly performed. Over a 13-14 year period $1300 is not much money or time. Let's be real about this...corruption is bad, but we have no reason to rejoice. We need to let things settle, and make sure we understand any motivation for this situation.

On one particular day alone there were at least 30-40 people working at his house... Do you think that days salary for those people was inexpensive (they didn't include that total in the 1300.00)??? Do the math....I'm sure those deputies liked doing that hard labor more that their every day jobs. He even told a fellow employ that he had him some "slaves" working out there. What kind of guy do you think this is!!! I'm sorry, you just dont know the whole story as is most of these people writing blogs protecting him. He should not be treating his employs that way.. It's just plain wrong.....Also, I guess if your son or daughter were killed in a car accident because the Sheriff was driving while impaired then you would probably still be pulling for him, right? It could have happened the many times that he did this. You are disgracing all families that have lost loved ones due to this crime.......Also that woman who got no justice for her childs molestation because the Sheriff was kin to the defendant... How would you feel in her shoes?

If I embezzeled ANY amount of money from my employer I would most certainly lose my job. For some reason I don't think my boss would see me stealing from him as petty. It is illegal regardless of the amount and I would probably get arrested after my unceremonious dismissal.

Everyone must take a deep look at all the GOOD that this man has done for the people of Brunswick County. We all have a few things we might not be proud of, so do not judge all that you read. Walk a day in the shoes of a Sheriff, I'm sure we all have said things or did things we wish we could take back....I wish Sheriff Hewett the very best. I Thank You for what you have done...

I have prayed for Ronnie, for victory over my enemy. Ron's own words " I'm public enemy #1". I do feel sorry for his family. Even while he was running for office if you were a deputy you were told "it would be in your best interest to show up at his home for his cookout!" I am amazed at all the support for poor Ronnie. So we are all crooks because we carried a badge? Have you had your heads buried in the sand? There have been officers that tried to tell the truth and what did we get, FIRED! Our families were followed and our reputations were put in question. I can only tell you to look at what Gene and Kevin had guts to document as far back as 2005? Before there was any public investigation by the Feds. If you needed your job and your boss poked fun at your "puppies" I'm sure your husbands would have defended your honor and punched his lights out, and you would be fired and your husband would be in jail. Maybe now he understands how it feels to have your whole life turned upside down, except in his case he deserves what he is getting. It seems that all the money that has been thrown away by Mr. Hewett has not been added up. It wasn't just one day that the deputies worked at his house, it was many days and and many hours that they were paid for by our money. Also, I have to work hard for my children to have cars and gas money and go to school. guess who paid for Justin's? You the hard working tax payer. You paid for trucks and cars and gas for him to go to school and where ever else he wanted to go.. But I guess this is ok. Its not ok with me. If you add it up it is a lot more than has been said. Why should I have to pay for his land to be cleared or trees planted or his children. We were paying him good money to do his job.

Let me be up front, if he did wrong he should be treated as any other citizen. However, we should consider the greater lesson being learned here. Like the former governor of New York, Hewett was fingered by a few beaurocrats. Both men could be guilty. But, I for one, think it is a dangerous thing for a few disgruntled or annoyed paper shufflers to be able to reverse the will of the electorate. Both men were elected by vast majorities, yet both were "removed" by a nameless few. I am sure not saying that their conduct is acceptable. But, when we elect people to office, should not the power to remove them also lie with the people? Folks better believe that rights only exist as long as they are demanded and monitored.

Governor Spitzer wasn't removed at all, he resigned, there is a difference. Hitler was also elected by overwhelming majorities (99% the last time he ran) so does that mean we were wrong to invade Germany? No. Just because you have a majority of votes doesn't mean you are above the law and should stay in regardless of how you act or what you've done.

Now, Ron may be guilty, but shouldn't the people have the say??? The German people at the time were without a government. Therefore, their electorate could not function to remove an elected leader. Hey, if you think Brunswick county's government is defunked, maybe New Hanover, Pender and Columbus county could invade and set up a provisional government. I am sick and tired of every time something goes wrong and people say oh there goes another role model the children looked up to, they are looking at you too! I don't know when you are going to learn you the parent and God are the best Role models for your children, It even comes with an instructional manual. "THE BIBLE" Remember the rest of us are only fleshly humans. I realize he is on call probably 24-7, so what if he needs a drink to unwind after experiencing days like most of us will never know and then he receives a call to go out to a scene what is he suppose to do, you expect him to show up just as if you call your doctor because you are ready to deliver your baby and they have been out to dinner and maybe had a drink or two also. (Something to think about) Whatever happened to an ounce of prevention? And let's talk about those tapes, input does not match output. The citizens of Brunswick County are going to get stuck with huge civil cases and huge pay outs. Wait until Officer Jones family (murdered Police Office at Bald Head Island) get justice for how their family was mis-treated by Sheriff Hewett. (Read the new book and by the way all the money goes to the foundation setup in Officer Jones honor.) Maybe the poor Hewett and Holden families would like to pay these monitary legal awards for the citizens of Brunswick County.

Dear Paul H, Have you considered what the victims of this man and their families must be going through? Have you considered what the mother with the sexually assualted children who was harrassed by the perps mom felt? what the children felt? what it was like to be a child and know that there was no protection for you because the sheriff was a criminal and was willing to protect a man who molest children? No, I dont think that you have. Hewett is an adult, a well educated, married, with children, sworen Sheriff, but he did not care enough to take the high ground, he only cared about him self, not even his family mattered of he would not have done the things that he has done. So please, before you get on here and preach the "poor Ronald" sermon, consider the victims of what he has done. Maybe then you will grow to see that bad behavior such as Mr. Hewett has shown is nothing more then a criminal at work.
