CFPUA COO resigns to accept job in Florida

WILMINGTON, NC (NEWS RELEASE) -- Cape Fear Public Utility Authority Chief Operations Officer (COO) Nancy Gallinaro has accepted a position with Palm Beach County Utilities in Florida.

Ms. Gallinaro was an original member of the management team that assisted in the consolidation process that led to a seamless transition in utility operations from the City and County to the Authority in 2008. This included the placement of all of the transferring operations employees into new positions with the Authority.

Since assisting in the successful transfer of operations she has led the implementation of the asset management program and the computerized maintenance management system that has and will continue to serve the Utility well for years to come.

“While we are saddened to say farewell to a friend and coworker, we wish her well in her new position and sincerely thank her for all she has done for the Authority” said CFPUA CEO Matt Jordan.

“It has been an honor to work with the employees of Cape Fear Public Utility Authority, to be a part of a culture steeped in strong work ethic and genuine family values.” said Nancy Gallinaro. “I will truly miss the many friends and colleagues’ I have met here in Wilmington.”

Hmm something sure does smell here! I've seen enough of those meetings to know that Mrs. Gallinaro is not the one that's all buddy buddy with that board of private developers.....seems the wrong "leader" is leaving this sinking ship.

she's going to a community with no aging infrastructure issues and a healthy tax base. And, she'll be Director of Strategic Planning -- she'll set the plan; determine how it should be achieved; and turn to the Governing Body to fund it.

She won't have to deal with the likes of the County or City Commissioners.

She likely got a healthy increase in salary. She was making in excess of $125,000 plus bennies here; not likely she took a cut in salary.

She's going to an area with a lot of wealthy, older singles.

Well after I did some google searching it looks like that planners job in Florida only pays $96,000. So as far as I can see, she is taking a pay cut. Like i said before something stinks here. Just because my 3 year old can draw a picture, doesn't make it art. So just because these folks paint a picture of a happy departure, probably doesn't make it so either.

It will be funny when she "turns to the Governing Body to fund it". They will probably fall out of their chairs laughing. Governing bodies are cutting back everywhere now, not just here.

And those "wealthy, older singles" she will be dealing with? You make it sound like that's going to be fun for her. Do you have any idea what it's like to be surrounded by spoiled, narcissistic seniors who all think THEIR individual needs are more pressing than their neighbors? Good luck! She's gonna need it!

Most commenting here are clueless. They are looking for a punching bag, and too stupid to grasp the facts. And, they really know nothing about the organization they demonize. Ms. Gallinaro is/was the Chief Operations Officer. That means, she managed three superintendents...drinking water, wastewater, and stility services. She had no hand in the billing, the rate increases, or any customer service issues. Those areas (especially utility services) have been in repair mode since CFPUA was organized.

Is the state of CFPUA's infrastructure better off than it was 3 years ago? Yes. Is it great? No. We're talking decades of neglect, and rate increases, while folks scream bloody murder, have all gone to fix a broken system, develop an asset management program, organize CFPUA strategically for the future...and on and on.

The CFPUA is fast becoming an organization that folks could be proud of...if they were bright enough to really understand the details.

Ms. Gallinaro probably can't leave this hick-town fast enough. You still have Authority Board Members (developers and real estate connections) that feel this organization exists to help them sell real estate to their useless land (by extending water/sewer connections to swamps)!

Look, people here may not know much about the infrastructure of CFPUA, but they do know it WASN'T a "seamless transition", as it stated in the article. Like my Daddy used to say, "You can't p*ss in my ear and make me think it's rain."

I am sending e-mail to city officials. I would suggest others do same. of course we would not want them to change their minds so we are stuck with her, but we all should do the right thing and warn them. do one to others.......

Are you serious??? I just about fell out of my chair laughing when I read that! Seamless transition??? There was NO seamless transition!CFPUA was plagued with all kinds of problems, all attributed to "computer glitches". We're all still paying for that "seamless transition".

I too almost fell from my seat laughing at that statement. There was NOTHING seamless about the transition of services. The problems experienced were out of control. That statement could have only come from a politian or someone else in the Authority. Wish her all the best in Flordia.
