Best I can tell, Leland Police Chief Tim Jayne has a free ticket to ride. The man has broken a multitude of policies and laws, yet he skates by with not a slap-on-the-wrist, but more like a light tap.

Have you heard yet about the two firefighters in East Spencer who shocked a junior firefighter nine times with a stun gun during a department Christmas party? Sounds familiar doesn't it? Sort of like when Leland Police Officer Sherry Lewis was shot between the legs with simulated ammunition during a training exercise last February.

And I don't mean that in the "cool, funny, you're out of control, dude!" sense. I mean it in the classic "there is no one at the helm of this ship" way. That was blatantly apparent at last night's special closed session meeting.

Leland Police Chief Tim Jayne did his first interview this week with the 'Local News Review' since allegations surfaced of misconduct within his department and says the stories reported here and in the Wilmington 'StarNews' are a "witch hunt."

The Leland Police Department is under suspicion, and whether or not that suspicion is justified, town officials owe it to residents and the officers to complete an ongoing investigation as soon as possible. And when it’s completed, the results – for better or for worse – should be made public.

State law says Leland town leaders don't have be afraid about talking about personnel issues in public, if the problems at hand are damaging the credibility of the police department. North Carolina General Statute § 162A-6.1 (7) states that Farris, with the approval of council, can talk with anyone, including the media, about someone's personnel file if it means maintaining public confidence in the Leland Police Department.
