Violent crime rate rose in Wilmington in 2013

Even though violent crimes ticked upward in Wilmington in 2013, a decrease in crime throughout downtown meant Part I crimes – including violent and property crimes – fell 3 percent in 2013, Wilmington Police Chief Ralph Evangelous told Wilmington City Council on Tuesday.
