City Council candidates to have runoff
WILMINGTON — With 12 candidates in the race for City Council a runoff appeared almost inevitable. And so it is.
Incumbent Laura Padgett ran far and away the strongest, the only candidate to win election out right by taking more than 15 percent of the raw vote.
The other incumbent, Pat Delair, nearly made that threshold to finish second.
Kristi Tomey was close behind with Ronald Sparks also in double figures.
