City settles $1.85 million lawsuit in fatal shooting death of teen

WILMINGTON, NC (StarNews) — Insurers for the city of Wilmington will pay $1.85 million to the family of a community college student gunned down in a city-owned parking lot during a robbery three years ago.
Traveler’s Insurance will pay the settlement on behalf of the city, bringing to an end the lawsuit filed by the family of Joshua Proutey in 2013. The Proutey estate, in return, agreed to dismiss their lawsuit and that the settlement is not an admission of liability on behalf of the city. The settlement was announced in October, but the amount was not released at the time.
On Dec. 13, 2012, Joshua, 19, had just left his job at the Hannah Block Historic USO/Community Arts Center, 118 Second St., when he was confronted by three robbers in the unpaved, unlit lot owned by the city. Before fleeing with Josh’s $10 and Jimmy John’s sandwich, one of the men shot the teen once in the head.
