WMPO approves resolution supporting toll as possible funding source for Cape Fear Memorial Bridge

WILMINGTON, NC (WWAY) — The Wilmington Metropolitan Planning Organization board voted 8–5 on Wednesday to approve a resolution supporting the evaluation of a toll option as a potential funding source for replacing the aging Cape Fear Memorial Bridge.

Board members Luke Waddell, Kevin Spears, Brenda Bozeman, and Eulis Willis voted against the resolution.

“We are concerned that the impact of nearby infrastructure by introducing toll infrastructure to the transportation network is not being fully considered and evaluated,” “Boseman said.

The decision allows the North Carolina Department of Transportation to assess tolling as a potential source of funding. NCDOT officials have indicated that without the toll option, the project may not receive sufficient prioritization for funding.

The NCDOT has previously said the bridge is already beyond its intended capacity, and will need to be replaced in the coming decades. NCDOT estimates the replacement cost at over $1 billion. A $242 million federal grant is on hold.

The WMPO also invites public input on the draft Cape Fear Navigating Change 2050 plan, which identifies the region’s major transportation priorities for the next 25 years.

It outlines key projects, policies, and strategies designed to guide future investments in roads, public transit, biking and walking, freight, aviation, and ferry and water transportation.

Once adopted, the plan is used to determine which projects are eligible for future funding in the Statewide and MPO Transportation improvement Programs (STIP/MPO TIP). The WMPO is the federally designated transportation planning agency for the Wilmington Urban Area, which includes all New Hanover County and parts of Brunswick and Pender counties.
