Kirkland is a North Carolina native who has lived in Brunswick County for the past eight years.
He most recently served as planning director and development services director for the Town of Oak Island, a role he held for the past four years.
Kirkland’s background also includes serving as a senior planner for the Town of Leland, planner and interim planning director for Johnston County, and sworn sheriff’s deputy in Wayne County, where he worked alongside the Animal Services Department.
Kirkland earned his undergraduate degree from North Carolina Wesleyan College and later completed a Master of Public Administration at the University of North Carolina at Chapel Hill’s School of Government.
“I am truly excited to serve as the new city manager of Boiling Spring Lakes,” Kirkland said. “I look forward to collaborating with the community, city staff, and local leaders to help shape a bright future for the city.”
Outside of work, Kirkland said he enjoys spending time with his family and two dogs, as well as music, guitar and cooking.
He takes over from City Manager Gordon Hargrove, who recently announced his retirement.
