License plate reader expansion fuels surveillance concerns in North Carolina

Automatic license plate reader cameras are expanding rapidly across North Carolina. State and local agencies are investing thousands of taxpayer and grant dollars into technology supporters say helps solve crimes and locate missing people.

Critics, however, argue the growing network is creating a statewide surveillance system with little public debate.
