Louis Starks named Business & Economic Development Manager for City of Wilmington

WILMINGTON, NC (WWAY) — The City of Wilmington has hired Louis Starks as its new Business & Economic Development Manager, a position focused on supporting local businesses, encouraging entrepreneurship and advancing the city’s long-term economic growth.

Starks is scheduled to begin his new role on Monday, July 27.

According to the city, Starks will work with residents, businesses, educational institutions, community organizations and regional partners to promote investment, workforce development and innovation. His responsibilities will also include connecting small businesses with city procurement opportunities, developing public-private partnerships and leading initiatives aimed at strengthening Wilmington’s economy.

City Manager Becky Hawke said Starks brings extensive experience in economic development and community revitalization.

Starks has more than 20 years of experience in economic development, urban planning, housing finance, workforce development and public policy. Most recently, he served as manager of business development for Oakland County, Michigan, where he oversaw teams focused on business retention, expansion and financial services.

According to the city, the teams Starks led supported billions of dollars in business investment initiatives and helped create thousands of jobs during his tenure.

Starks earned a Juris Doctor and a Master of Arts in Urban and Regional Planning from the University of Iowa, as well as a bachelor’s degree from Duke University. He is also a Certified Economic Development Professional.

City officials said the position will play a key role in fostering investment and supporting businesses of all sizes as Wilmington continues to grow.
