Surf City police chief to step down after three months, successor named

SURF CITY, NC (WWAY) — The Town of Surf City has appointed Jason Casteen as its next police chief, replacing Chief William R. Nas, who is stepping down after just over three months in the position.
Town Manager Kyle Breuer announced Casteen’s appointment, with the new chief expected to begin his duties in November. Details about his swearing-in ceremony will be announced at a later date.
Casteen brings more than 27 years of law enforcement experience to the role. He recently retired from the North Carolina State Highway Patrol, where he served as a first sergeant overseeing personnel across a 1,800-square-mile region spanning multiple counties and serving approximately 120,000 residents.
He also holds an Advanced Law Enforcement Certificate and is a graduate of the North Carolina State Highway Patrol Command College.
Casteen will succeed Nas, whose last day as police chief will be Nov. 6, 2026. Nas began serving as Surf City’s police chief on Aug. 3, 2026, and is leaving to return to Florida to be closer to his family, according to town officials.
Breuer acknowledged the unexpected departure but expressed confidence in the department’s continued operations.
“Although Nas’ departure comes unexpectedly, the foundations and dedication of the police department men and women will not waiver. Their commitment to protecting and serving the residents and visitors of Surf City will continue,” Breuer said.
Mayor Teresa Batts welcomed Casteen to the position, emphasizing the importance of public safety and community relationships.
“Public safety is one of the most important services we provide, and our Police Department plays a vital role in preserving the quality of life that makes Surf City such a special place to live, work, and visit,” Batts said.
Casteen said he looks forward to working with officers, town leaders and residents.
“I am honored and humbled to accept the position of Police Chief for the Town of Surf City. I look forward to working alongside our dedicated officers, town leadership, and community members to build on the department’s strengths and continue providing professional, compassionate, and effective law enforcement services,” Casteen said.
The town has not announced a specific start date for Casteen beyond November.
