Husband of Sunset Beach police chief accused of abusing wife
OCEAN ISLE BEACH, NC (StarNews) – The husband of Sunset Beach Police Chief Lisa Joyner is accused of kidnapping and strangling her.
Richard Channing Joyner Jr., 45, of Ocean Isle Beach was arrested Monday and charged with second-degree kidnapping and assault by strangulation.
According to the arrest warrant, Richard Joyner allegedly kidnapped Lisa Joyner by unlawfully restraining her by placing his hands around her neck and squeezing at their home on Ocean Highway West in Ocean Isle Beach.
