Leland reports progress on 2045 comprehensive plan in quarterly update

LELAND, NC — Town officials are highlighting recent progress on long-term planning efforts as part of the latest update on the Leland 2045 Comprehensive Plan, which continues to guide growth, infrastructure and development decisions across the community.

Since the plan was adopted in November 2021, town staff have used it to shape initiatives aimed at managing growth and promoting safe, healthy and sustainable development. Officials said the plan is designed to help the town anticipate change while balancing economic, environmental and community priorities.

The town also said it has refined how it tracks progress on the plan through an updated “Action Playbook,” which monitors initiatives from launch to completion and ties updates directly to specific action items.

From February through April 2026, several projects advanced under the plan’s six guiding themes.

Under the theme of “Highly Valued and Protected Natural and Cultural Resources,” Town Council approved the voluntary annexation and initial zoning of approximately 150 acres along the Highway 74/76 corridor. Portions of the property were designated as conservation district.

In support of a “Resilient and Stable Economy,” council also approved a text amendment establishing development standards and a public input process for data centers seeking to locate within town limits.

Infrastructure improvements were also highlighted under the “Infrastructure that Supports Community Life” theme. The North Carolina Emergency Management Disaster Relief and Mitigation Fund awarded the town $400,000 for the Low Country Boulevard Culvert Improvement Project, bringing total external funding for the project to approximately $1.4 million.

In addition, a consultant has been selected to update the town’s Parks, Recreation and Open Space Plan as part of efforts tied to an “Inclusive, Supported, Healthy, Safe, and Educated Community.”

Town staff also reported progress on regional coordination efforts under the “Active Participant in a Cooperative Region” theme, including meetings with neighboring municipalities and organizations to discuss trail connectivity and potential expansion of the Gullah Geechee Heritage Trail.

Officials said the updates reflect the interconnected nature of the Leland 2045 plan, which is intended to guide capital investments and policy decisions across departments.

Quarterly updates will continue to be presented to Town Council and shared with the public through the town’s website and social media channels.
