NC Highway Patrol overhauling canine program

RALEIGH — The North Carolina Highway Patrol has dissolved its canine program but plans to rebuild after several incidents raised concerns about the dogs’ well being.

Officials said Monday the program was disbanded following a review ordered by the state Department of Crime Control and Public Safety. Under the reworked program, the entire staff will change and Labrador retrievers will be used.

The review was ordered after a video surfaced with a trooper kicking his canine partner. Charles Jones, a 13-year veteran, was fired after an investigation. He was given his job back under a ruling by the State Personnel Commission. That decision is being appealed by the public safety department.

The dog, which was retired, was not injured in the incident.
