New Hanover school board approves stricter student device policy to curb cyberbullying

NEW HANOVER COUNTY, NC (WWAY) — The New Hanover County Board of Education has approved changes to its student cell phone policy aimed at addressing privacy concerns and cyberbullying in schools.

The updated policy prohibits students from using cell phones to take photos or videos of others during class or between classes without their consent.

The current policy follows state law, which allows middle and high school students to use their phones during transitions between classes.

Board members said the changes are designed to reduce cyberbullying and better protect students from being recorded without their permission.

Board member Tim Merrick said he has heard firsthand about the negative impact non-consensual recordings can have on students and believes clearer policy language is needed.

The policy also includes language stating it is not intended to prohibit, limit or restrict good-faith reporting of misconduct or any other legally protected reporting activities.

The changes also expand the policy beyond cell phones, placing smartwatches, tablets and gaming devices under the same rules.
