ONLY ON 3: Is Pender County Board of Health breaking the law tonight?

BURGAW, NC (WWAY) – The Pender County Board of Health is meeting again tonight, but without six of its members. That’s because they’ve resigned in protest over the past week.

So the question is, if the state statute says the board shall be composed of 11 members, can it legally meet with six of them missing?
