Proposed Titan moratorium takes another hit in Raleigh

The effort to put the brakes on a cement plant in Castle Hayne took another big hit in Raleigh Thursday.

As the Senate was about to vote on Julia Boseman’s proposed moratorium until September 2010 on permitting and building cement plants, Majority Leader Tony Rand removed it from the calendar and kicked it back to the Appropriations Committee. That means it would have to be tied into appropriations or budget discussions to be considered again and move onto the House.

Sources tell WWAY the chances of that happening are very slim.
