Soles among effective senators leaving office

Some of the most effective state senators will not be returning to the Senate next year. The North Carolina Center for Public Policy Research says at least five of the 16 most effective senators have resigned or won’t seek reelection.

Sen. R.C. Soles, who represents Columbus, Brunswick and Pender Counties, is calling it quits after serving 21 terms in the General Assembly. He’s the longest-serving member and ranks 12th in effectiveness.

Gaston County’s David Hoyle, ranked third, is also not seeking re-election, along with Duplin County’s Charles Albertson.

Former Senate Majority Leader Tony Rand and Robeson County’s David Weinstein both left the Senate for appointments in Gov. Perdue’s administration.

Effectiveness rankings are based on responses to surveys, registered lobbyists, and the capital news media who cover state government.
