Titan could get boost if bill passes final reading

NEW HANOVER COUNTY, NC (WWAY) — The state legislature is close to approving a bill that could give new life to the effort to build a cement plant in Castle Hayne. The bill bypasses a judge’s ruling that factories receiving local and state incentives must accept more stringent environmental reviews.

The House voted 78-29 today to tentatively approve the proposal supporters say is needed after a decision involving Titan America’s proposed plant. If the bill becomes law, it could let Titan withdraw its current permit application and resubmit it under the new rules, which would sidestep the judge’s ruling for a full environmental review.
